don't understand

i do not understand how you can make people apply to live here but the homes in this park look awful. why are there apparently no rules or regulations as to the up keep of the homes in this park? moble home parks in the cinti area all look like you wouldn't want your dog to live there let alone humans. take pride clean up the park maderia is such a nice town and i expected more.
