Best Chili in Town. Empress chili is my favorite chili place not only because of the food but because it is still family owned. Unlike its competitors the owner works the Hartwell chili parlor. She takes the time to know her costumers and knows my family. They also have chili that is not even comparable to the watered down gold star (no native cincinnatian could eat this chili) and 10 times better than skyline.
